The Regulator does not issue land tenure over MOTI right of ways. Petroleum Development Road (PDR) applications can apply to proposed construction or to existing non status tenured roads over any Crown Land without disposition preventing road construction, and/or use of non-status, unencumbered existing access roads on Crown Land. These applications are approved under the Petroleum Natural Gas Act, Section 8 and subject to the Petroleum Development Road Regulation. Only sections of the proposed PDR located on Crown Land will be issued status under the Petroleum and Natural Gas Act, Section 8. PDR status does not apply to sections of road located on private lands or Indian Reserve lands. This dataset includes spatial data for PDR applications received before October 30, 2006 with a status of Approved, In Progress or Interim Approval.

Projects grant the applicant permission, under specific conditions, for the purpose of disposal, storage, extracting oil and/or natural gas in the most efficient way that will result in maximization of resource recovery and benefit to the Crown, balanced with surface impact and socio-economic factors.

Commingling Areas [BCOGC-44791]
Commingled production is the flow of fluids, originating from two or more pools, in an unsegregated manner to a well measurement meter. Production may be commingled down-hole in the well-bore or at the surface prior to metering. Commingling may occur at any point in the life of a well, from initial design to a re-completion late in the life of a well. Commingling is a method to maximize the total recoverable hydrocarbons from a well. Commingling provides an opportunity to produce zones that may be individually uneconomic to produce, either initially or after having declined to marginal rates. Commingling may also help to lift liquids to the surface that would otherwise hinder production.

Geophysical exploration is an oil and gas activity under the Oil and Gas Activities Act (OGAA) and is specifically defined in the Petroleum and Natural Gas Act (PNG) Act as investigation of the subsurface by seismic, gravimetric, magnetic, electric and geochemical operations and by any other method approved by the BC Energy Regulator, but does not include the use of geophysical well logs, vertical seismic profile surveys or other surveys obtained from a well. This dataset contains line features for approved and final plan geophysical activity collected on or after October 30, 2006.

This data-set includes all dormant sites as defined in the Dormancy Regulation.

Dormant Sites (By Dormancy Type) [BCOGC-60072]
This data-set joins the “live external report of Dormant Sites” that is available on the BC Energy Regulator’s website and joins it to the geometry of the existing Wells Surface Hole data-set. Dormant sites are classified as either Type A, B, C, or Priority Sites as defined in Section 4 of the Dormancy Regulation and are captured on individual layers. Note that at this time there are no Type C, or Priority sites.
Type A: This data is filtered to show only the Type A dormant sites. As defined in Section 4(1) of the Dormancy and Shutdown Regulation Type A dormant sites are those sites that have not met the thresholds for activity as of December 31, 2018 for five consecutive calendar years. The thresholds for activity are defined in Section 3 of the Dormancy and Shutdown Regulation. This is point in time data presented as of January 1, 2021.
Type B: This data is filtered to show only the Type B dormant sites. Section 4(2) of the Dormancy and Shutdown Regulation defines Type B sites as sites that become dormant (meet the activity thresholds for five consecutive calendar years) between January 1, 2019 and December 31, 2023. This is point in time data presented as of January 1, 2021.
Priority Sites: This data is filtered to show only the sites that have been designated as priority sites under section 5 of the DSR. Priority sites are subject to expedited timelines for closure activities. As of September 2021, 35 priority sites have been designated by the Commissioner.

Approved Liability Reduction Plan (LRP) Sites (as of May 2021) [BCOGC-60099]
This data-set compiles the surface locations of all sites that are included within Liability Reduction Plans (LRPs) that the Regulator has approved. Permit holders with greater than 100 Type A dormant sites are allowed to apply for an LRP. As of May 2021 only three LRPs have been applied for and approved.

This data-set compiles into one location the information contained within permit holders’ Annual Work Plan submissions which are required under Section 11 of the Dormancy & Shutdown Regulation (DSR). The Annual Work Plan reflects what closure work (decommissioning, assessment, or restoration) permit holders intend to complete during a given calendar year. In many cases the data will include sites which are non-dormant where closure work is planned. This is an annual update that uses an inventory of dormant sites and joins it to the geometry of the existing Wells Surface Hole data-set. The Wells Surface Hole data-set provides non-confidential information about the surface location of a well.

Landslide Susceptibility Map [BCOGC-69186]
Through research funding from the BC Oil and Gas Research and Innovation Society (BC OGRIS), a landslide susceptibility map for the Northeastern B.C. (NEBC) region has been developed to assist the oil and gas industry in managing landslide risk. Oil and gas operators must consider geohazards, including potential landslides, for managing integrity of their assets, such as, pipelines and facilities. The map, with landslide susceptibility’s colour-coded scale, provides a useful tool for planning and implementing these programs. This new landslide susceptibility map is intended for use as a screening tool, and not be used to evaluate the probability of landslide occurrence over any specific period of time, nor to evaluate the impact of any potential landslide activity.

Ambient Noise Contours For Major Highways in NEBC [BCOGC-75841]
Through the BC Oil and Gas Research and Innovation Society (BCOGRIS), a series of ambient noise level contours have been constructed around heavily-traveled roadways in Northeast BC. These contours are being made available to all permit holders to allow for the consistent calculation of Class A2 adjustments as described in the Noise Control Best Practices Guideline.

This dataset compiles the surface locations of all dormant sites that have been designated as priority sites under the Dormancy & Shutdown Regulation (DSR). Priority site designations are site-specific, and they take into account the following considerations: the age of the site; public safety, including human health; the environment; social and agricultural values; impacts on local communities; cultural and environmental values of local Indigenous Nations; and the capacity and portfolio of the permit holder.
