The process for submitting Notifications for Roads is changing. Information currently submitted through email must now be submitted via the eSubmission portal.

The BC Energy Regulator (BCER) is changing the process for submitting Notifications for Roads. Energy Resource Roads are constructed or maintained to access an area where energy resource activities are taking place. All permit holders are responsible for understanding and meeting legislative and regulatory requirements associated with road activity.
Effective Nov. 4, 2024, information currently submitted to ExternalNotifications@bc-er.ca using either the Notice of Intent to Deactivate, Statement of Road Deactivation or the Road Notification form, must be submitted via the eSubmission portal.
Road Notifications (Limited Maintenance/Stoppage of Use, Temporary Road Closure or Restrictions and Road Use Resumption) will also be made through eSubmission. If there is not an active Road Permit, an application to obtain a road permit must be submitted prior to the Road Notification.
To access this module in eSubmission, the user is required to have the Road Use role in KERMIT. The role is added by the permit holder’s Company Administrator.
This change excludes deactivating a portion of a segment or a non-status road. For those notifications, continue to use the Notice of Intent to Deactivate a Portion of a Road Segment or Non-Status Road form and the Statement of Road Deactivation of a Portion of a Road Segment or Non-Status Road form and submit to ExternalNotifications@bc-er.ca.
