The BC Energy Regulator (Regulator) is standardizing the process for submitting Dormant Sites Annual Work Plans and Annual Reports.

Effective 8 a.m. (MST) on Nov. 30, 2020, all Dormant Sites Annual Work Plan and Annual Report documents currently submitted via email to the dormantsites@bcogc.ca inbox must be submitted via the eSubmission online portal.

This change standardizes the submission process for industry and will ensure all required Annual Work Plan and Annual Report contents, as set out in sections 11 and 12 of the Dormancy and Shutdown Regulation, are included with the submission. The eSubmission User Guide located on the Regulator website will be updated to include submission-specific guidance. Submission standardization will increase the efficiency of evaluation and review of these documents by Regulator staff.

Permit holders will be able to administer access within their own organization. Users submitting plans in eSubmission will require the “Liability Management Representative” security role. This role will become available to users as of 8 a.m. Nov. 30, 2020. Users who do not have this role need to contact their company administrator to have this role assigned in KERMIT. Refer to the Company Administrator resource document for details on the company administrator role. Also refer to the eSubmission Reference Guide for more information about creating accounts and obtaining security roles, and the Company Administration. All supporting reference material and guidance documents will be updated on, or by, November 30th.
