The BCER has introduced a consolidated electronic submission (eSubmission) process to streamline annual reporting of glycol dehydrator methane and benzene emissions

Permit holders using glycol dehydrators must submit annual records of natural gas (methane) emissions, as required under Section 52.08(3) of the Drilling and Production Regulation (DPR). They are also expected to submit annual records of benzene emissions, as outlined in Appendix J of the BCER Oil and Gas Activity Operations Manual (OGAOM).

To streamline reporting, the BCER has developed a consolidated eSubmission process for both methane and benzene emissions, available under “Methane Reporting – Annual Glycol Dehydrator Methane and Benzene Emission Inventory” on the BCER’s eSubmission page. Submissions can be made either manually or via a bulk upload using a CSV file.

Submissions under this new protocol are due March 31 of each year, covering emissions data for the previous calendar year (e.g., the March 31, 2025, submission will cover 2024 data). Previously, methane emissions reporting was due by March 31, whereas benzene reporting was due by July 1.

The updated eSubmission user guide includes detailed descriptions of the required information. Note that additional reporting may be required under the Spill Reporting Regulation (SPR) of the Environmental Management Act if emission volumes exceed the thresholds specified in the SPR.
