The BC Energy Regulator is informing pipeline permit holders of a potential issue in the girth weld area on high strength steel pipe. The girth weld area includes the deposited weld area and the heat affected zone.

The BC Energy Regulator is informing pipeline permit holders of a potential issue in the girth weld area on high strength steel pipe. The girth weld area includes the deposited weld area and the heat affected zone.

Permit holders are advised to ensure longitudinal strains resulting in loadings such as those described in Clause 4.2.4 of CSA Z662-19 have been accounted for in the design, construction and operation of pipelines, where strain could potentially accumulate in under matched girth weld areas with the potential for failure.

Permit holders should refer to Safety Advisory SA 2020-01, issued by the Canada Energy Regulator (CER) for more information.

CAN/CSA-Z662-19 Clause 10.3.2.1 notes: Where the operating company becomes aware of conditions that can lead to failures in its pipeline systems, it shall conduct an engineering assessment to determine which portions can be susceptible to failures and whether such portions are suitable for continued service.
