DATE ISSUED: Jan. 10, 2025
EFFECTIVE DATE: Immediately
As per regulatory amendments that came into effect on Jan. 1, 2024, and Jan. 1, 2025, permit holders are required to track venting volumes from uncontrolled storage tanks, compressor seals, pneumatic devices, and pneumatic pumps. They must submit these volumes and associated information to the BCER annually, in accordance with the Drilling and Production Regulation (DPR) - Sections 52.03, 52.04, and 52.061. (Please refer to the deposited amendments in B.C. Regulation 256/2024 for requirements effective Jan. 1, 2025, as they are not yet consolidated into the DPR published on BC Laws at the time this Technical Update was released).
Submissions are due annually by March 31 of the year following the reporting year, using the updated Vent Data Collection Template.
Initial submissions:
- Uncontrolled storage tanks and compressor seals: due by March 31, 2025 (covering the 2024 calendar year).
- Pneumatic devices and pneumatic pumps fleet: due by March 31, 2026 (covering the 2025 calendar year). Note the BCER may audit permit holders’ fleet data prior to the initial submission deadline, and will continue to audit individual pneumatic devices and pneumatic pumps at facilities.
Completed templates should be emailed to methane@bc-er.ca
Currently, electronic submissions (eSubmission) are not available for these venting data. Permit holders will be notified if eSubmission becomes available in the future.
