The BC Energy Regulator (Regulator) releases regular updates to the Application Management System (AMS) to improve workflow and functionality.
Changes for this release will be effective June 25, 2019 at 8 p.m. PDT and include:
Agriculture
Under the Agriculture tab:
- The question and workflow regarding Article 10 of the previous Delegation Agreement has been removed.
Under the ALC Act application section and ALR Assessment applications:
- A new question and workflow has been introduced to confirm that a Schedule A has been provided to the surface land owner.
- The question regarding a variance from the response period has been relocated.
Consultation and Notification Tab
- Validations have been implemented to prompt the upload of an Ownership Map.
- The upload of documentation for ‘Packages of Replies and Responses’ is mandatory when written submissions have been identified.
- Specific to amendments, additional requirements have been implemented to identify when notice has been provided to private land owners.
Rights Holder Engagement Tab
- The Rights Holder Engagement tab is now available for single-activity applications specific to Short Term Water Use and/or Changes In and About a Stream.
- An error in the system was displaying the Consultation and Notification tab for applications that included Short Term Water Use, Changes In and About a Stream and Associated Oil and Gas Activities. This has been corrected and will now display the Rights Holder Engagement tab.
Stewardship Tab
- Workflow regarding the pre-tenure plan within the Muskwa-Kechika Management Area (MKMA) has been refined.
Facility Storage Applications
- Validations have been implemented to streamline requirements between the storage equipment indicated and its capacity.
Historical Pipeline Submissions
- The date restriction of Jan. 1, 2007 for historical pipeline submissions has been removed.
Pipeline Applications
- The Emergency Planning Zone (EPZ) data field has been removed from new applications, amendment applications and historical pipeline submissions.
Well Applications
- The question “Does the application overlap the Aitken Creek Area?” has been changed to “This application overlaps Permit Condition Areas”. This statement is spatially derived from the spatial layer data set that includes the Aitken Creek Storage Area, the North Peace Ground Motion Monitoring Area, the South Peace Ground Motion Monitoring Area, the W.A.C. Bennett Dam, Peace Canyon Dam and Site C Dam.
An AMS June 2019 Release Guide that further explains these changes, and other various wording updates, will be available June 25, 2019 on the Regulator’s website. In addition, the July monthly updates to the Oil and Gas Activity Application Manual will reflect the changes found in this release.
