The BC Energy Regulator (Regulator) releases regular updates to the Application Management System (AMS) to improve workflow and functionality.
Changes for this release will be effective Aug. 9, 2021 at 5 p.m. PDT and include:
Consultation & Notification (C&N) Tab:
The C&N tab will be re-activated and includes the following changes and enhancements to align application submission requirements with the Requirements for Consultation and Notification Regulation (RCNR) and changes to the Service Regulation that came into effect on June 1, 2021:
- Updated validations to allow for the upload of the new RCNR Line List. Applicants must complete and upload the updated version of the RCNR Line List to avoid errors.
- Updated validations for service and response periods as well as application submission timelines.
- Updated validations for the consultation and notification radius to align with s.17 of the RCNR.
Right Holder Engagement (RHE) Tab:
Updates to the RHE tab include:
- Updates have been made to the RHE Line List to incorporate methods of service under the Service Regulation. Applicants must complete and upload the updated version of the RHE Line List effective Aug 9, 2021 to avoid errors.
- Application submission timelines associated to Rights Holder Engagement remain the same as identified in Figure 6-L of the Oil and Gas Activity Application Manual.
- Updated validations for applicable service and response periods as well as application submission timelines.
Amendment Applications:
Changes and enhancements to amendment applications include the following:
- The appropriate C&N or RHE tab will display in amendment applications based on the tab that populated in the original application.
- Application submission timeline validations under the C&N and RHE tabs have been removed from all amendment applications. Obligations with respect to applicable timelines, will apply to amendment applications, however, these timelines will be managed internally by Regulator staff. Amendment applications will proceed to a decision once all timeline obligations have been met.
- New workflow will be introduced under the C&N and RHE tabs to assist with submission requirements. Applicants will not be required to complete and submit the OGAA Amendment Application Form with their amendment application as these questions will be incorporated into the applicable tab.
An AMS August 2021 Release Guide that further explains these changes will be available Aug. 9, 2021 on the Regulator’s website. In addition, updates to the Oil and Gas Activity Application Manual will reflect the changes found in this release in the near future.
